Rubber Cover: The Plan

  • When working on energized equipment, work shall be performed with rubber protective equipment or with live line tools.
  • No worker shall approach or take any conductive object close to energize parts or equipment without proper rubber protective equipment.
  • Secondary circuits, guys, ground wires, telephone lines, and similar attachments in close proximity to the work area shall be covered with protective equipment.
  • Always utilize cover plus one when placing rubber protective equipment. Ensure all potential points of contact are eliminated.

Rubber Cover: The Four Rules

  1. Always cover neutral and conductors as you come to them.
  2. Cover neutral, conductors, apparatus equipment, and devices before the arm or pole when practical.
  3. Before working on an energized apparatus in your work area, check to ensure that the grounds are covered. (such as arms and poles)
  4. Before working on a grounded apparatus (such as pole or arm) check to ensure that the energized conductors and devices in your work area are covered.

These examples do not address second point of contact and all scenarios but are only a quick field reference to be used in pre-job tailboards. The examples are to be used as a basis to facilitate a rubber cover up plan, to reduce injuries and crew caused circuit interruptions (CCCI) due to lack of cover.
